Overview of Services Needed

For RFP 18-276-RFP Life Focus Pictures (LFP), if chosen, would provide video production and editing services for promotional testing and recruitment videos to Arlington County. Life Focus would work hand in hand with the County’s Public Safety Agencies and Human Resources Depart to design, produce and format promotional exam videos that contain multiple realistic scenarios. The videos produced will contain follow-up preparation and response sections for an administrative exercise, tactical exercise or similar exercise using scripts provided by the County.

For the recruitment videos Life Focus Pictures would partner with County agencies to design, produce and format videos that would include video narratives, multiple scenarios, testimonials from County employees and other features as designated by the County.

The video and audio requirements for the promotional and recruitment videos will be included in the scripts provided by the County.
In order to execute this project in a timely manner, Life Focus Pictures is prepared to supply the following services:

  • Pre-Production: Initial planning meeting, telephone consultations and/or additional meetings as needed by the County

  • Video Production: Filming initiated within two weeks of the date on which County issues the notice to proceed, Editing, Revisions & Re-Edits

  • Overall Production Management, assistance, guidance and advice


Technical Competencies

Tools, equipment & resources to be used in completion of the project:
During the production process of the videos requested, Life Focus Pictures will use energy conscious professional equipment to include but not limited to: multiple 4k cameras, LED lighting packages, grip, wireless and cardioid audio equipment. Aerial platforms are available upon County request. The project will be edited using the Adobe Creative Suite and additional programs by Izotope & Red Giant.

How services would be delivered as outlined in the scope of work:

Our producer, LaShonda Delivuk would be in contact with the County to schedule the initial planning meetings. If additional telephone consultations or in person meetings are required before shooting, those would be coordinated with her as well. When the project is ready to film, a crew of 3 will travel to Arlington to assist the County. Schedule dates would be determined based on cast availability as determined by the County within two weeks of notice. After the production has commenced, Life Focus would initiate the post production process and deliver drafts of the video via Vimeo for review. The final videos will also be delivered via Vimeo in mobile, SD, HD formats. 4k video upload is available upon request.

Experience & Credentials

Over the years Life Focus Pictures has provided educational video production services to both the private and public sector since 2011 including town, city and county governments. We’ve produced over 30 DVDs in English and Spanish for an educational consulting firm based in Lynchburg, VA and we have partnered with non-profits who have utilized government grant money to fund educational incentives in the state of Virginia. Sandhills Utility Services located in Fort Bragg hired us to produce safety videos to help reduce workers comp claims for the electricity provider.

Our experience coordinating long form video campaigns with government communicators would be a tremendous asset to Arlington County in regards to this project. We pride ourselves on our ability to be consistent with our final products. Sometimes projects require shoot dates to be spread out over the course of several months. As you will see in the New Resident Orientation series, the quality does not suffer.

Below you will find an outline of those projects and video samples to accompany the descriptions of services provided:

  • Town of Leesburg (Leesburg Police Department)
    New Resident Orientation Series - Video Series to educate residents & prospective residents about the Services & Amenities the Town Provides to its Residents. On video in particular focused on the Leesburg Police Department and how they hoped to help the community by “policing through community outreach”.

  • City of Lynchburg (Lynchburg Police Department)
    Life Focus Pictures assisted the Lynchburg Police Deparment with a Recruitment Video. The recruitment video had two variations, one for their booth at career fairs and the other for social media use.

  • Virginia Advanced Study Strategies (Rural Math Excel Partnership)
    Educational videos were produced that combined live action footage and animation to help boost parent/student engagement in math for rural communities.

  • Sandhills Utility Services

    Our videos were in combination with written test questions to help educate and train employees on how to complete routine tasks safely in an effort to meet standards and keep the employees safe. Not only did the videos lower claims but it saved Sandhills money from having to pull in a trainer to complete this demonstrative talks in person.

In a recent video project for a startup in Fort Wayne, Indiana, the client reached 28,582 people on Facebook with 13,202 video views & 985 comments, reactions, & shares, 141 new page likes within the first 48 hours. The video was also placed on Instagram at the same time and received 8,311 impressions, 3,658 views, 157 comments, 112 new followers. The combination of video ad placement on both platforms resulted in sales within minutes of posting the content.

We have three core members on our team which keeps our operations lean and helps us maintain competitive pricing. Our team expands to include specialists like scriptwriters, drone pilots and translators based on the complexity of the project. After serving 6 years in the United States Marine Corps, Joshua founded Life Focus Pictures and currently serves as a principal partner and director.  He has directed over 400 videos over the past decade.  Projects ranged from industrial training videos, quirky web content to large scale ad campaigns for international brands including TEVA, Fleet Laboratories, & The Salvation Army. 


lashonda delivuk- producer & strategist

LaShonda has consulted over 100 organizations internationally and travels around the country teaching service organizations how to utilize public image to increase membership and giving. In 2018, she was awarded the Douglas A. Newton Excellence in Communications Award. With degrees in Theatre Arts Performance and Production, combined with a decade of experience in strategic marketing, LaShonda handles everything related to pre-production to ensure the clients' vision comes to fruition.

thomas fisher - editor

Thomas currently serves as the Editor for Life Focus Pictures.  He graduated from college with a BA in Communications at age 18.  Immediately following college, he traveled around the world working on the video documentary series, Pilgramers. In 2013, he redirected his focus to narrative filmmaking. Since then, he has worked constantly on projects ranging from commercials to feature films. He has a wide range of skills and is proficient in editing, lighting, cinematography, and animation and currently maintains a video essay YouTube channel with 43k subscribers.

Scope of Services

Hampton Roads Transit (HRT) is seeking to create a series of 3-4 minute videos to instruct the public how to use public transit. Instructional videos shall be produced for various modes of transportation including bus, train and ferry. Videos shall include but are not limited to instructions on how to purchase fare media, either on the transit vehicle, at ticket vending machines or at a Transit Center; how to be safe when riding or waiting for transit and passenger etiquette.

Client will provide:

  • A script, along with a shot list to be used for the production of the videos

  • HRT branding assets to supplement the provided Brand Standard Guide

Life Focus Pictures will:

  • Provide the final cut of the videos in 1080 resolution, h.264 format to be used on various forms of media including television monitors, mobile devices and broadcast to the public on television, social media, and at outreach events

  • Release full rights to HRT for the videos and usage

  • Hire Actors as needed for the various photo shoots

  • Create voiceovers as needed for some parts of the production

  • Ensure all visual content is produced in accordance with the HRT Brand Standard Guide

Videos will be delivered within three weeks of shooting to make sure the content is ready to for the public by January 31st, 2019.
